Chen Xiaoming listed as one of the Top 10 news figures of 2014 by China Health

The year of 2014 has witnessed China's rapid medical reform development. Vigorous efforts have been carried out to explore institutional and mechanism innovation, with encouraging progresses being made in many regions of China. Recently, Chinese Health Magazine Agency set up an expert panel to select the top 10 news figures in 2014 based on the recommendations of the provincial Health and Family Planning Commissions. Chen Xiaoming(deputy party secretary of Wenzhou Medical University and President of the First Affiliated Hospital)was included in the list for his dedication to hospital service process reengineering in the information age. Yang Jing(director-general of Zhejiang Health and Family Planning Commission ) was also named in the list.

Despite the huge number (around 3.8 million) of the outpatient visits and the emergency visits of the First Affiliated Hospital of WMU in 2014, the scene of dense patient crowds and long queues was barely seen in the registration hall nor the waiting rooms in each outpatient department. This can be credited to the multiple registration approaches that enable most patients to secure appointments before they come to hospital, which puts the patient-centered medical service concept in reality by reengineering its medical service process using information technology. Through years of efforts, the First Affiliated Hospital of WMU takes the lead in opening call platforms to provide 24-hour telephone appointment service such as 114, 12580, etc., and enabling patients to choose departments and doctors by telephone, internet, mobile phone APP, Alipay and self-service machine etc., so that they can manage their time in the hospital by minutes.
 
The hospital has abandoned traditional fee charging system and launched an innovative pre-deposit and inter-department clearing systems. Patients can deposit money in their medical card through China Construction Bank Wenzhou branch networks (Online bank), Alipay, mobile phone APP, Wechat, self-service machine in the hospital, and they can also settle admission and discharging payments in nursing stations, which greatly reduces queuing. Meanwhile, the hospital implements the real-name registration ID policy to keep permanent the patients’ personal health records, and pioneers in the new initiative of “care outside of the hospital” in order to provide comprehensive care to patients throughout the whole process. These measures have greatly alleviated the difficulty and high cost to access medical service and also thoroughly change the previous situation of patients crowding and even queuing overnight.
